Hameed, President and Founder of xDigita.
The visit marks an important step in implementing the exclusive partnership between IPC and xDigita, established to build AI governance and oversight capabilities among parliamentarians, parliamentary committees, government officials and public institutions across IPC’s international network.
Representing the IPC, Mr. Hassan had the meetings with the commercial team of the Innovation and Digital Development Agency including, Toghrul Gulmammadov, Jamil Mammadov- The Product Managers and Fehruz Bashirli, the Specialist Business Development and Commercial Department; Mr. Ramil Ismayilov, Deputy Director of the Digital Health Center of the Ministry of Health of the Republic of Azerbaijan; and Mr. Rustem Hesenov, Adviser to the Minister of Ecology and Natural Resources of Azerbaijan, who also leads the digital transformation initiatives within the Ministry.
The discussions received a positive response, with the participating institutions expressing interest in exploring the partnership’s potential applications within their respective areas of work. The engagements provided an opportunity to discuss how AI governance frameworks, institutional assessments and practical training programs could be adapted to Azerbaijan’s legislative, administrative and policy requirements.
Building on the Baku engagements, IPC and xDigita will proceed towards a second round of meetings with relevant ministries and departments to further tailor the proposed sessions, identify institutional priorities and develop a roadmap for implementation. The next phase will focus on translating the initial discussions into targeted programs and beginning delivery in coordination with the relevant Azerbaijani institutions.
The visit reflects IPC’s commitment to facilitating international cooperation on emerging policy challenges and supporting its member parliamentarians and partner institutions in strengthening oversight of technologies that increasingly influence public decision-making.
Through its partnership with xDigita, IPC seeks to bridge the gap between the growing use of artificial intelligence and the institutional capacity required to govern it responsibly, ensuring that parliamentarians and public officials have practical tools to examine evidence, assess risks and promote accountable decision-making.
