International Parliamentarians Congress

Florida, USA – October 21, 2025:

A four-member delegation of the International Parliamentarians Congress (IPC) from the Republic of the Philippines is participating in the 2nd Edition of the Universal Women’s Leadership Forum – Horizon 2030, being held from October 21–23, 2025, in Florida, USA.

Organized by the European Cooperation System in collaboration with the New York City Economic Development Corporation and the Japanese Cultural Association, this year’s edition marks a significant milestone as it will, for the first time, feature a Conference of Women Parliamentarians under the theme “Women Leaders: Catalysts of Global Change and Pioneers of New Economies.”

The IPC delegation comprises:

•             Hon. Representative Laarni Lavin Roque, Vice-Chairperson, Committee on Foreign Affairs (Head of Delegation)

•             Hon. Representative Rebecca Maria Alcantara Ynares, Vice-Chairperson, Committee on Foreign Affairs

•             Hon. Representative Ann Matibag, Member, Committee on Foreign Affairs

•             Atty. Ann Marie L. Nemenzo, Supervising Legislative Staff Officer II, Committee on Foreign Affairs

The delegation will also co-host a key session titled “The Political Emergence of Women: Addressing New Development Challenges,” focusing on strengthening women’s participation in governance, fostering inclusive leadership, and tackling emerging global development issues.

The participation of the IPC delegation reflects IPC’s steadfast commitment to promoting women’s political empowerment, leadership, and representation across parliaments worldwide. Through such global engagements, IPC continues to advocate for gender equality and inclusive governance as essential pillars of sustainable development.
